State and local governments facing new federal digital accessibility obligations will soon have a new resource to help them respond strategically, not just tactically. The ATAP/AT3 & WebAIM Digital Accessibility Series is a six-part, interactive webinar program designed to help covered entities build sustainable, system-wide digital accessibility practices for web and mobile content for people with disabilities.
The series was created in response to the growing need for public entities to move beyond “checkbox” remediation and toward long-term accessibility programs that can be maintained across departments, platforms, and vendors. While the series supports organizations working toward WCAG 2.1 Level AA expectations, its central focus is on implementing accessibility as an ongoing operational practice. It does this through leadership buy-in, policy, budgeting, professional development, and procurement.
Participants will learn practical methods grounded in WebAIM’s proven approach, including how to:
- secure and sustain leadership support,
- create effective organizational policies, and
- develop lasting implementation plans that can scale across a government enterprise.
Organizers say the sessions will help entities prepare for the 2026/2027 compliance deadlines while improving digital content and services, so they genuinely work for all users. The series will also include a dedicated session exploring the evolving topic of AI and accessibility.

Meeting legal and ethical obligations to provide accessible digital experiences requires a commitment from organizational leadership, including a variety of key decision makers and influencers in planning and preparation. This first session in our series will focus on the critical role leadership plays in facilitating web accessibility work and how decisions about technology are influenced by a diverse group of people and departments. We will focus on illustrating the need for cross-sectional involvement and discuss some of the practical justifications for assembling a group of key leaders and influencers to drive organizational change.
Presenter: Rob Carr (WebAIM)
The series is led by Rob Carr, Strategic Accessibility Coordinator at WebAIM, who has worked in digital accessibility since 2010. Carr’s experience spans training, consulting, and organizational strategy—supporting everything from making individual PDFs accessible to integrating accessibility into enterprise digital programs. At WebAIM, he leads strategic training and consultation, contributes to technical training, and serves on WebAIM’s accessibility evaluation team.
Prior to WebAIM, Carr spent more than eight years at Oklahoma ABLE Tech (Oklahoma’s Assistive Technology Act Program), where he led statewide digital accessibility efforts. He also presents at national conferences and organizes WebAIM’s annual online conference.
